Our Mission
The Mill River Estuary Foundation is being formed exclusively for charitable and educational purposes under Section 501(c)(3). Its purpose is to preserve, protect, restore, and beautify this unique stretch of waterway and its environs — from Perry’s Mill Pond downstream through upper Southport Harbor — for the benefit of the estuary inhabitants, the public, and for future generations.
Tax-deductible contributions. The Foundation is organized exclusively for charitable and educational purposes under Section 501(c)(3) of the Internal Revenue Code. All donations are tax-deductible to the extent permitted by law.
The Water Where the Mill River Meets Southport Harbor Belongs to No One and Yet to Everyone
The Estuary
Where Long Island Sound’s tides meet the Mill River’s fresh flow, a brackish estuary sustains rich plant, marine, and bird life. Keeping its water levels balanced is vital to that future — which is why MREF aims to maintain them by restoring the historic Tide Mill Dam.
Often called the “nurseries of the sea,” estuaries are where countless creatures spawn and mature. MREF aims to ease passage for migrating herring, alewives, and eels, and to support blue crabs, diamondback terrapins, and the many species that keep Mill River’s waters diverse and healthy.
Native marsh grasses and seagrasses filter sediment and runoff before it reaches the harbor. By controlling invasives, planting more natives, and reducing sedimentation in the Upper Harbor, MREF works to protect the banks and help oysters, marine life, and recreation thrive there.
The estuary’s rich ecosystem is home to many notable birds — bald eagles, ospreys, cormorants, kingfishers, herons and egrets, along with countless waterfowl, swans, ducks, and geese. As the health and diversity of the waterway improve, so will the bird life that depends on it.
Active Initiative
For more than three centuries the historic Tide Mill Dam has regulated the flow of water from the Mill River into Southport Harbor. Years of disrepair — worsened by the ice floes of winter 2025/2026 — have dropped water levels and let sediment accumulate. Restoring this historic structure is our first and most urgent undertaking.
Engaging licensed structural and marine engineers to assess the dam’s condition and develop repair specifications.
Working with CT DEEP Dam Safety & Inland Water Resources, the US Army Corps of Engineers, and the Town of Fairfield to obtain required approvals.
Hosting public forums and informational sessions, and partnering with civic organizations that share our stewardship goals.
Undertaking lawful, responsible restoration that protects the resource, the public, and the character of upper Southport Harbor.

Year-end shoreline cleanup along the Mill River and upper harbor, combined with a sedimentation survey. Families welcome — complimentary breakfast for all participants.
